When Section 330 of the Public Health Service Act was enacted, establishing the Health Center Program, its creators had a clear vision for healthcare: it should be affordable, accessible, and available to all—especially to vulnerable populations. This includes medically underserved individuals, migratory and seasonal agricultural workers, people experiencing homelessness, residents of public housing, and those who are uninsured or underinsured.

Health Centers operate with an open-door policy, welcoming all community residents and governed by patient members themselves. This unique model ensures that healthcare remains a true partnership between providers and patients, tailored to meet the specific needs of each community. Health Centers engage with their patients to co-create services that address local priorities. The vision extends beyond medical care, encompassing the many factors that contribute to overall wellness—such as access to fresh food, safe housing, meaningful relationships, and more.
