Persiliance Consulting was founded on the belief that consulting should help organizations solve challenges in the most efficient and effective way possible. Let’s be honest—the healthcare industry has a long-standing habit of promoting outstanding clinicians into management roles, where exceptional clinical skills don’t always translate into strong operational or leadership expertise.

Throughout my career, I experienced this firsthand. I was often promoted into roles where there was little guidance, leaving me to figure things out on my own. I spent countless hours outside of work reading, researching, attending conferences, consulting with colleagues, and visiting similar organizations to learn from peers. It was a process filled with trial and error—a valuable but time-consuming and often frustrating way to learn.

Not everyone has the time, resources, or resilience for that kind of journey, and that’s where I come in. With 20 years of combined clinical and administrative experience in healthcare operations and compliance, I can help you tackle your challenges more quickly and confidently. When Section 330 of the Public Health Service Act was enacted, establishing the Health Center Program, its creators had a clear vision for healthcare: it should be affordable, accessible, and available to all—especially to vulnerable populations. This includes medically underserved individuals, migratory and seasonal agricultural workers, people experiencing homelessness, residents of public housing, and those who are uninsured or underinsured.

Health Centers operate with an open-door policy, welcoming all community residents and governed by patient members themselves. This unique model ensures that healthcare remains a true partnership between providers and patients, tailored to meet the specific needs of each community. Health Centers engage with their patients to co-create services that address local priorities. The vision extends beyond medical care, encompassing the many factors that contribute to overall wellness—such as access to fresh food, safe housing, meaningful relationships, and more.

The 18 HRSA Program Requirements are not just regulatory obligations—they’re a roadmap for realizing this original vision. Compliance lies at the heart of what we do, serving as a framework to evaluate and strengthen our ability to deliver services that honor and advance the mission of the Health Center Program. Through this lens, we ensure that the foundational principles of accessibility, partnership, and holistic care remain at the core of our work.
